  • Negligence of safety norms

Conduct & Redressal Protocol

This is ACCEPTABLE Behavior
  • Polite and respectful inquiry
  • Clear documentation of grievances
  • Adherence to stated office hours
  • Demanding a valid receipt for every payment
This is NOT ACCEPTABLE Behavior
  • Requesting 'fees' without an official receipt
  • Harassment or verbal intimidation of citizens
  • Refusal to accept an application without legal basis
  • Prioritizing service based on political affiliation

Seeking Redress: If you encounter non-executive behavior, document the incident registry immediately. Use Seva Sangrah’s oversight portal to file a constitutional steward report or consult your local representative scorecard for systematic reform tracking.

CITIZEN CHARTER

The Standard of Service You Deserve

Service standards are not favors; they are constitutional rights. As a citizen of India, you are entitled to professional, transparent, and equitable treatment from every state department.

Schools & Healthcare

  • Timely admission and classes as per Rte mandates.
  • Dignified treatment for all patients and families.
  • Access to essential medicines and diagnostics.
  • Qualified staff present during official hours.

Municipal & Utilities

  • Reliable supply of water, electricity, and sanitation.
  • Transparent billing and grievance redressal systems.
  • Safe public transport and maintained road infra.
  • Non-discriminatory access to municipal services.

Police & Law Enforcement

  • Courteous behavior and registration of valid complaints.
  • Standard operating procedures followed during inquiries.
  • Protection of civil rights and personal dignity.
  • Response times aligned with emergency protocols.

Welfare & PDS

  • Entitled rations provided in correct quality/quantity.
  • Clear information on eligibility and scheme scope.
  • Timely disbursement of state-mandated benefits.
  • Fair and responsive dealing at ration outlets.

When these expectations remain unfulfilled, the constitutional process of accountability begins. Knowledge of your rights is the first step toward institutional integrity.

What They Cannot Do

The following actions fall outside the legal and constitutional mandate of public service departments. Citizens represent the sovereign power; public servants are stewards, not masters.

  • Harassment: Use of physical, verbal, or administrative intimidation against any citizen.
  • Bribe Demands: Soliciting any form of illegal gratification or personal favor for mandated services.
  • Arbitrary Denial: Refusing services without a valid, documented, and legally sound written reason.
  • Political Coercion: Using departmental resources or authority to influence a citizen's political choices.
  • Misuse of Power: Utilizing official position for personal gain, vendetta, or extra-legal surveillance.

Acceptable Conduct

  • Prompt and polite service delivery to all citizens.
  • Full transparency in process and fee disclosures.
  • Equal treatment regardless of caste, religion, or gender.
  • Clear identification with official name tags and IDs.
  • Responsiveness to inquiries within stipulated timeframes.

Unacceptable Behavior

  • Demand for 'speed money' or unofficial tips.
  • Harassment, verbal abuse, or physical intimidation.
  • Arbitrary denial of service without legal reasoning.
  • Political coercion or partisan bias in official duty.
  • Deliberate delays intended to solicit bribes.

Redressal Protocol

If you encounter behavior that crosses the line, you are empowered by the Constitution to act. Document the incident, note the servant's details, and file a formal integrity report. Vigilance is the price of liberty.
